- 1 pound red potatoes.

- 4 cup mashed potatoes made with milk.
- 1 teaspoon kosher salt.
- 1 teaspoon granulated garlic powder.
- 1/2 teaspoon ground white pepper.
- 1/2 teaspoon ground black pepper.
- 1 teaspoon celery salt.
- 1/2 cup sour cream.
- 1 tablespoon prepared Horseradish sauce.
- 1/2 stick butter.
- As needed chives to garnish.
- As needed milk if necessary for thinning of soup.
